No, Emerald only takes place in the Hoenn region:
Kanto:
Red, Blue, Yellow, Fire Red and Leaf Green
Jhoto/Kanto:
Gold, Silver, Crystal
Hoenn:
Ruby, Sapphire, Emerald
Shinou:
Diamond, Pearl

What do you mean does it go to all the pokemon regions? I haven't played it in awhile - but it's basically like all other versions.

i play the game to and beat it and i am sorry to say but the answer is no you only play in the one region they give i know it sucks.
