I use Dream Weaver. It is a little costly but it will do about what ever you want it to do.

that really depends on what you already know how to do and what you are willing to learn and what type of site. I use dreamweaver. Sometimes I use notepad.

there are hundreds of paid and free packages out there. If you do not know the atleast the basics then start with resource like http://www.webmonkey.com where you can begin to teach yourself the lingo and the foundation of html.

you can go to places like www.cnet and www.twocows.com and try some software out.

CoffeeCup HTML Editor
SiteSpinner

but without more info I do not know that anyone could actually tell you the best software for you to use. If you are designing then you need something to edit and create graphics. And that again can be another ball of wax.

I would suggest starting with Microsoft Frontpage.

I had no experience with websites and HTML, but Frontpage allows you to build a decent looking webpage without knowing the mechanics behind it. Microsoft allows has plenty of support for it on their webpage, including video tutorials.

I like the one called Constant Contact. It is online. It gives a bunch of templates that you can fill in to meet your needs and gives you a preview of the results in web format.

Otherwise use Word, "Save As HTML", then use Publisher to tweak it and upload it.

MySpace is pretty good. It's more than your own website, really. I guess it's called a community. I'm not sure. I use FreeWebs to host my personal website. It's pretty good. I wouldn't recommend it if you don't know how to use HTML though.
