what if there is less than 10 employees?
from what I understand, it's basically up to the employer.

No because usually only the larger employers have to pay minimum wage. Also, the reverse may be true: if a business has to pay more to the people at the bottom, it has less money to pay to others it employs.

no.
those who are making minimium wage, get the increase.
those who make over minimium wage, generally get no increase and if they were going to get a raise, it is no longer in the budget to give.
also, often the number of employees that a given company has will shrink or will stay the same - even if there is work that needs to be done, the companies will often push current employees to do more instead of hiring when the cost per employee increases.

Only people who are paid minimum wage, and it is a slow increase that will occur over a 2 year period. It hasn't even been passed by the senate yet, though.

If the minimum wage increases and you are below the lower limit, your pay will be raised.
