Go to your local auto supply store, if it is a small spill, get a spray can of brake cleaner or solvent, if it is a bigger spill get a jug of solvent. Dilute the oil with the solvent and then use the cat litter (or saw dust if available) to soak it up. The solvent thins the oil and helps with the stain. Then find the leak and get it fixed.

A couple of choices come to mind, some hot water with Dawn. Wash the area with a stiff brush and rinse. Another choice is spread some powdered Tide on the wet concrete and then scrub. Rinse and repeat as necessary. Finally, go to the parts store and get a couple cans of Brake Cleaner. Just spray on area and let dry. Cat litter will dry it up but will leave a stain.

Coke (as in the drink). Let it sit on the spot for a little while then it should wipe off.

Stop by your local Harley-Davidson dealer. Someone that has owned an old H-D should know.
