depends what type of cactus you have? a canadian prairie variety survives -30 and comes back in the spring, one from south africa would not. in general cactus retain water, thats why they're adapted to dry/desert conditions. in winter the water in the plant would freeze, turning it to mush on the first defrost. research the variety you have.

basically positioned the aloe contained in the floor and water them like a standard plant. they could also get an identical volume of fertilize. The cactus can get fertilize a million/4 the conventional volume about once a month. Water them once a week or till they're very dry

It depends on the cactus. None of them will withstand a frost, but you can grow them outdoors if you cover them up on frosty nights. A long cold spell would kill them. The flat ones are the hardiest. The big round ones normally need a minimum temperature of 5°C and that's harder to maintain.

put it in the sun in the window sill,in a pot with gravel .dont over water

winter? seen no evidence of one so far.
how big is it, been told an indoor cactus is pretty hard to kill. some species survive okay outdoors.
