There are many programs and some of them are free.

You've already been pointed to Audacity which works but is a bit raw around the edges for the amateur.

Polderbits sound recorder is very popular and works well.

I find that the most foolproof way of handling mp3s is Ashampoo's mp3 Studio which has the great advantage of also being able to read virtually all wav files, even the ones that most other programs reject.

Use one of the many free programs available online. Personally I use "Any Sound Recorder"(http://www.anysoundrecorder.com)

It is not free, but there is a free version that you can try out.

You need ripping software. there is a lot available on the net for free.
