You water down the sidewalks in front of your house on a freezing night and sit inside your house and watch the people walk by and fall on their bums on your iced sidewalks and they get hurt?

of COURSE YOU CAN ,IF THEY FIND OUT WHO DID IT.wouldn't YOU? if IT WAS AN ELDERLY PERSON THEY COULD BREAK A BONE OR BONES. I HAVE OSTEOPOROSIS, BREAK EASILY. God Bless

Yes, you could be sued. Even if you don't put the ice there yourself and someone falls and gets hurt you could be sued for not properly maintaining your property. Same with a raised crack in the sidewalk.
Where I live we get fined for not shoveling and keeping passage ways clear.
