Why is a european backround not considered a minority?

Question

Why is that mexican american, cuban american, chinese american and so on and so forth are considered seperate minorities, but white people are lumped under 'white'? Why is there no german american, irish american, scottish american, ect minorites? If it just went by color, why are cuban, peutro rican and mexican all considered seperate? They're all the same color, just like white people are (actually, if you look at an italian and a swede, they are definately NOT the same color)
My example- a college application or the SATS both ask for a race- peurto rican and mexican are seperate on those, but 'white' is just lumped together. Can anyone give me a logical reason for this?

Because whites fall under caucasian. And almost all of Europeans are caucasians ( tanned or not, they are still caucasians). Same way the so called African Americans fall under blacks; (whether they are light skinned or dark) they are still black.
I'm sure there are immigrants from europe who call themselves their country's + America..i.e: Italian American, Irish American.
Now all south American speaking people will fall under hispanics (if im not wrong) even though they have different color tones. Same thing with people from Asian. They do not look the same, but they are all Asians.

And they are not minorities because most of the population here in USA is caucasian.
If they live somewhere like a mostly black African country, then they will be minorities.

1. White Cubans, Puerto Ricans and Mexicans are considered White. Black ones are considered Black. Under "Hispanic" in the census you will see White Hispanic or Black Hispanic, and then the choice is then lumped accordingly.

2. People tend to not care about Scottish Americans for example because there isn't a strong enough amount of Scottish immigrants to maintain the culture. Just like a White Puerto Ricans will be absorbed into White culture in one generation if that, perhaps only maintaining the tail end of their culture, so will Scottish immigrants. The statistics gained from checking the box are used to determine how groups of people are doing.

3. And lastly, Europeans are a joint group and are the majority. Latinos are a joint group and blacks are a joint group and are both seperately the minority. and by joint group i mean a collection of various cultures and ethnicities of people

Two reasons I can think of.

1) They are separating Puerto Rico out because it is part of the USA.

2) They want to break down the minority groups even more for studies.

it is becuase of liberals who want to give in to socialism. they will use this to break down america into many minorities and then use that to put all persons on a "level" playing field no matter if they have skills or intelligence, not to mention the will to put forth the effort to break out.
ohh wait! that has already happened.... welcome to the United Socialist States of America.
What ever happened to just calling yourself an "American"? get through school and work for a living.
