What is being asked in your problem..?
is it the width or the length?

Perimeter = 2 ( length + width )
130 ft = 2 ( length + 1/4 length )
130 = 2 ( 4/4 length + 1/4 length)
130 = 2 ( 5 / 4 length)
130 = 10 length / 4
4 (130) = 10 length
520 / 10 = length
or
length = 52 feet and so
width = 1/ 4 of 52 or 13 feet

You need to form an equation and then solve it.
