you have to read the problems very carefully and determine the givens and the requires and then find the law or the rule with which you are going to solve the problem ( each problem has at least on law or rule to solve with ) then try to use the givens with the rule you have to find the requires

This is a very general question. Mathematics has lots of methods to solve problems, but they depend on the problem itself. There are numerical problems, others that obey to what is called differential equations (applied to physics, mechanics), integral calculus (cumulative processes, geometrical areas) etc. etc.
The problems can be solved by obtaining the mathematical expression of the solution, or sometimes they are solved by means of algorithms that obtains the numerical value that we are looking for. This later method (numerical calculus) has improved a lot thanks to the computer application to maths.

1. read and understand the problem
2. analyze, think of important formula or equation applicable to given relationships
3. solve using the given data and equations
4. look back by checking if your answer satisfy the given conditions.

If it's answering exam questions, then try to "see" what the question asker is trying to get at - what are they trying to get you to show that you know...
Hard to do, but try to dream up maths questions of your own - might give you an insight into what the question asker goes through. Try to think "outside the box".
