A quick review of the metric system
1 kilometer (km) = 1000 meters (m)
1 m = 100 centimeters (cm)
Given 1123.6 m, rounded is 1124 m (example showing rounding due to next number = or > 5)
Given the distance as 1.1236 km, then you have two ways of expressing it, 1.124 km (rounded to the meter) or convert km to meters by multiplying by 1000, 1123.6 m which can be rounded to 1124 m
Given the distance as 112360 cm, convert cm to meters by dividing by 100 = 1123.6 m and then round to 1124 m
The 3 examples should be enough for you to see that the question given to you may not be expressed as meters, but another metric measurement, so you need to convert to meters before you round. In the second example of using a km, a meter goes to the 3rd decimal place.

They mean to the nearest metre. If they meant to the nearest ten or a hundred they would say so.

That means you round to the nearest single digit. (Round to get rid of the decimal.)
Example: 435.2 metre would round to 435. 435.6 metre would round to 436.
If they wanted you to round to the nearest ten for example, it would say "round to the nearest ten metres".

They want an answer that is a whole metre. Not with any fractions of a metre.

A tenth of a meter is a Decimeter. A hundredth of a meter is a centimeter. A thousandth of a meter is a millimeter. I would assume they meant to the meter or they would have specified one of the other three..

5.8 meters would be taken as 6 meters.
5.3 meters would be taken as 5 meters.
This is how we round off. Anything more than
half is accounted as next higher and anything
less than half is omitted.
