why would there be laws about owning a turtle...

No. The only laws which occasionally apply to reptiles etc. is The Dangerous Wild Animals Act, which prohibits the keeping of certain animals without a licence.

There are also Cites, which is concerned with the international trade in endangered species. For example if you were buying certain animals from abroad you would have to complete specific paperwork in order to be able to bring that animal into the UK. Some species are banned from being traded at all.

As far as the turtle, there is no rules regarding it's sale at the size you say. However, if you are concerned that it is not being cared for properly then maybe a call to the RSPCA would be your next step.
