I am foreigner living in Japan. Some things botherd me and that is why I am asking you some questions. If there is any expert in human rights please let me know with some references. Please reply as " this is obvious", "this is odd", "this is a human right violation".
1) All the foreigners are given a card here. The name of the card is "ALIEN registration card". What do you think about the word "ALIEN"?
2) When we look for a home, many home owners that they won't give his/her apartment because "we are foreigner" and no other reason. What do you think.
3) Some times when we walk inside stations or walk on streets, without breaking any law (ex. throwing cigarette butts, throwing cans, disturbing other ppl etc), police stops foreigners specially the non-white ppl and ask for alien registration card. Personally I believe that as long as I am not doing any kind of crime or offence, police has no right to stop me just by seeng my face color. What do you think?

It's always been like that in Japan, and will always be.
The term 'alien' means not native to this country. Has nothing to do with outer space. It's just a word. And for the police, that's what they're there for, to keep the peace and harass peopl.
You need to go to your consulate for help finding resources that will help you, since you've made up your mind in living in Japan. Hopefully you'll find people in the country that will make it worth stayng there.

You must be from the USA. I have traveled all over the world and it seem Americans always try to chance other customs to suit there needs. Bottom line your the guest in there country so you follow there customs. As far as the questions you are an Alien in there country, it is the home owner chose to rent to who they want not yours,I turn people away my self, as for the people throwing things I would say it is a message, they don't want you there, as for the race well in the past the people may have had bad experience from people of other ethnic back grounds. Japan is an old country with great pried enjoy it and move on and don't let the little stuff bother you and if you can't do that well leave I'm sure the door is open.

Well... as long as I know, internationally the word alien is used as "not known" or "coming from somewhere else" so I wouldn't consider it an offence, perhaps in the US it is strictly used with the common meaning.
In Italy and generally police can stop you anytime for any reason for a normal check, and also flat owners don't like foreneirs, but that is just because something like 85% crimes in Italy are committed by foreneirs, and if you are non-white they can be quite sure your a foreneir because it's unusual there.
Nr. 2 and 4 are odd and probable human right violations.

First of all, you are an alien in the country. Japan is a very homogeneous country, over there, people help each other out a lot and they also have a strong sense of community. When you come in, they might see you as a threat to their community even if you have done nothing wrong. If you want to see real human right violations go to Cuba, China, or any communist country.

Im sorry but thats what the USA should start doing. We should adopt a law that sez police or employers can check for american citizenship and not be sued for herassment, discrimination, If they are here illegally make them pay then ship them home. I know for a fact that illegal aliens have been using geaniology charts to get fake ID's. If you get a name use the chart for maiden names birth dates and other things you can call SS and they will give you the persons SS# over the phone.

2. Very typical Japanese xenophobia, but not necessarily a human right violation. My experiences there were of a similar nature. In any public place or public transport, people would get up and move away from us, as if proximity to us would harm them.

When you are in a foreign country, you must follow the laws of the country. This if nothing else is common courtesy. If all that you cite is legal in Japan, then you as an outsider, must abide by it, whether or not you agree with it.

very interesting ...any other country except Japan?It is the first time i had ever heard of it.But our neighbours who visited Japan (but they are not dark but they have wide eyes)said that Japan has very sharp rules for you if you are going to stay there more than 2 weeks
