While many organizations (such as the magazine US News and World Report) attempt to rate colleges, there really is no single answer to your question. Almost any college, from the most prestigious private school to your local community college, can provide you with a good education. College is much more about what you put into it than where you go.
The real question is finding which college is right for you. You need to consider what field you want to study, what setting you want to be in, and what sort of campus atmosphere you want. Every college is different, and some will be better matches for what you want than others. The various guides do a fairly good job of distinguishing the different American colleges, but few even look at colleges in other countries. Your best bet is to check out the websites or write for information from colleges that interest you and ask people who have been to them.
