Education in important, but removing corruption from all governments is necessary. I am of the thought that corruption in government is a greater cause of poverty then lack of education or desire.
If you have not visited any countries out side of the USA you most likely wont understand what a really corrupt government is.

First thing, you have to stop diluting down the definition. How we define it today here in America is completely different than 25 years ago. We blur far too many words, in turn blurring the truth. The truth being that every social welfare program ever conceived has done nothing more than create a culture of dependence.
You can't cure poverty, only take measures to prevent it. I think the late Sam Kinison said it best "Come to where the FOOD is!....Ahhhhh! Ahhhhhhh!"

Read Adam Smith's wealth of Nations and reduce Government bureaucracy. A major reason anti poverty measures don't work better in underdeveloped nations is because of a trait of having dozens of layers of bureaucratic resistance that prevent people from establishing clear ownership of property, homes, and businesses, and establishing legal commerce. This drives much of the economy underground, prevents people from using their assets to gain capital for growth, and distorts taxation with the effect of harming legal productive enterprises.

Education,both for the impoverished and the wealthy as well.The way to smarten up the rich would be a decadence tax that would go directly to organizations that deal with the ones that need, not just want.
