I don't have motorcycle license neither a permit, but I want to buy a motorcycle, is it possible to get a license plate for it before I get my motorcycle license?

It really depends on where you are. But in my state (Connecticut) you do not need the motorcycle endorsement to register a motorcycle. I know many people who bought their bikes first and then got their permits and endorsements. I know others where the bike is technically owned/registered to a parent, spouse, ect.

As others pointed at, you will not be able to ride your bike. Have the dealer deliver it to your home. Don't put the dealer in a tight spot on insisting on riding it without the proper license.

Your insurance company may charge you are higher rate since it is does not have any verifiable driver information and cannot really be sure who will be riding the bike.

Like some others said, yes you can.
You don't need a license to insure anything. You're just insuring it.
You don't need a license to register anything. Your just registering it with the state. Dirt bikes and quads that are not street legal, can get their vehicle registered (a license plate). In fact it's recommended.
It's the same thing as if you have all your paper work, then get your license suspended (due to DWI or outstanding tickets).
The # one thing that is required for a vehicle to be legal to operate on the street, is it needs to be insured. Without insurance, the license plate has to be surrendered to the DMV

No you will not be issued a plate or registration until you have obtained your license and proof of insurance. The test is not that hard.....unless you are underage for a license or permit!

I live in Brazil and here we don't even need motorcycle licenses!
