The cement is from the tiling cement used to afix the tiles to the concrete. The tiling was done in the house but the cement was mixed outside on the stone driveway.

Meuretic acid but use it sparingly. If it reaches any mortar it will eat it. I recommend you dilute it with water. and have plenty of Baking soda close by, as it will kill the acid. Be sure to stay up wind of your work cause the fumes will BURN your lungs. Wear rubber gloves and safety glasses. Treat acid with deep respect.

You're nearest brick supplier will have masonry cleaners that are made for that purpose and although they may contain acids they are usually less harmful and are already diluted to the proper amount.
