The first century A.D. was before the empire reached its zenith. All the major building blocks were in place. Roads enabled transportation of all sorts. Hydrology, the ability to build aqueducts and provide clean running water and remove sewage for its populace. A professional standing Army. 15% literacy rate. Establishment of relatively safe sea trade routes. The dissemination of Roman culture through planned cities. The same currency in use through out the empire. Latin and Greek as the as a unifying languages. A system of law and a relative fair system of taxation. These are just some of the major building blocks. I hope this is helpful. There is so much written about Rome that I know it is difficult to find a distillation of the first century. wikipedia.org will have some more information
