Why was the first century of Rome so chaotic?

It's not clear if you mean very early Rome (under Etruscan domination), the first century of the Roman republic, or the first century of empire. All three were somewhat chaotic, because of (in order) struggles against a foreign overlord, class disputes between nobles and commoners, and dynastic struggles to control the empire.
