Its from Cool Hand Luke and the I am not sure if you want to know who said the line but it was "Captain" which was played by Strother Martin. However; Paul Newman; who is the main character of the movie AKA Luke, also says it later in the movie mocking "Captain". Thats a great and classic movie!
