This question has no point of reference.
Imagine playing against a computer opponent who only rolls the dice and buys everything it can. If this is our constant, we could pose the question: "How often will a highly intelligent human player beat this computer?" If the answer is only 50% of the time then we could say that Monopoly is 100% luck, if the human wins 100% of the time, we would say Monopoly is 100% skill.
But, even if Monopoly is 100% skill, this really doesn't say much for the level of skill - perhaps there are only a few extra strategies that the computer is missing and a 15 year old would be just as capable of winning as a rocket scientist.

It depends on how you play. If you play correctly, where you auction off the properties that people don't buy, then I think you're pretty close to the mark (maybe a little more on the Luck side though like 60/40). A lot of people don't play that way though and if someone chooses not to buy a property, it's just the next person's turn. Playing that way I think it's about 95% Luck and about 5% Skill, if that.

The question is not really meaningful, but there is definitely a lot of skill involved. Negotiating deals to put a profitable monopoly together without helping the other players too much is especially critical.

I used to play in the Monopoly Championships which are held or were every few years,skill,luck,call it what you want it was great fun.

I'm going to have to go with 40% luck (roll of the dice) and 60% skill (knowing what properties to buy and the order in which to improve them) It's all about the hotels!!!!!

I would say you are about right, THe roll of the dice is always a risk. Some dice rollers can manipulate them pretty good too, so their luck goes up. I find that if you play you have to be ruthless, don't give anyone a chance. If they owe you, grab it,

it really a matter of how you pay the game ie: what properties you want and that kind of stuff but i would have to say 83 percent luck 16 percent skill and the other 1 percent on your opponents lol sounds stupid but its true

It is 100% luck... if you are just lucky and bought everything you step into and build everytime you can.. and you can win every match..
Luck is the only decisive element...
try playng more brain-boiling game.. as settlers of catan or Ticket to ride :p
just stop annoying dices :D
