Bush has mentioned this before, I believe in his last state of the union address. I wonder myself what he meant. I'm assuming he's talkiing about groups like UNICEF and Peace Core, etc. As far as a draft goes, Bush won't do that. What he will do, is screw up so bad in the middle east that the next President will have no choice but to institute a draft, and thus take the blame for his incompetence.

No draft. Congress would never allow a draft in a war like Iraq. He just wants more Americans learning Arabic so they can go over there and do business as independent contractors. He also wants more college-educated civilians to sign up as officers in the military.
That will happen with financial incentives.

No.. No Draft. It just means Iraq needs people with real life experience to develop and manage the rebuilding efforts, Such as schools, engineering structures, Information network etc. The People in Iraq have been too trying to stay alive, they never did get a chance to educate themselves like the developed nations did.

He may be talking about a draft, but it sounds more like he is talking about cutting finacial aid for college, since that is what caused enlistment problems in the first place.
and considering, that college financial aid, has been under attack from the bush admin for 6 years, i would say, that is exactly what he is talking about.
and yes, you can talk about the blah blah blah crap about him being president when the USA paid out the most pell grants, but those pell grants have not stayed the same, nor have they grown.
interest on student loans have dramaticlaly increased, and states have been forced to cut their financial aid for schools, becuase of the budget cuts from the feds.
