1. If its an optical mouse, then it might be because of the surface it's on - if it's a reflecting one, this could be the problem - get a mouse-pad (made of some kind of material) to put under your mouse
2. If its a ball-based mouse, then clean it
3. slow down the pointer speed (the.chip already mentioned how)

If its an optical mouse, then jumping and self-sliding are common. Just ignore it unless its really really bad, in which case get a new one.
If its a ball-based mouse, then I would say go into your mouse control panel (Start>Control Panel>Mouse) and slow down the pointer speed.

If it's a newer mouse, you probably have installed (or need to install) a CD that came with it. This CD contains driver files and software for customizing the buttons. If you haven't installed it, try that first. If you have installed the CD, then try going to the manufacturer's website and downloading the latest version. Driver downloads are free and usually easy to find.
Of course the other causes might be a dirty or just plain faulty mouse, but everyone here allready covered those angles.

Did you're attempting to get rid of the mouse software and re-installation it? Did you spill something on the mouse? that's defective. i might want to objective to get a alternative. not all mouses (mice?) are acceptable. it might also be efficient to entice close what kind you acquire. in case you acquire a cheap-o Wal Mart kind that may be the mission... Oh also be sure your little receiver element is close adequate to the mouse and has sparkling batteries... my previous optical might want to left/precise click yet would not flow on the show till eventually I replaced the former batteries and moved the receiver element nearer...

Clean the ball and the rollers. The rollers on my mouse often accumulate dust and stuff. It makes a big difference.

The problem is with your mouse. I think it is already faulty. Changing your mouse should resolve this problem.
