I know this might seem like an obvious answer but my partner and I are thinking about starting a family. How do you give rights to the parent who didnt physically have the baby? Also any insight on the best way to get pregnant?

You might try contacting a "donor" to be the father, then use artificial insemination to get one of you pregnant. I knew a couple in SF who did that. They had a gay friend give them some sperm, froze it until they wanted it, then used it.

Artificial insemination is often the choice. Adoption too. You should try the first, for it is less painful in matters of legalities.

Both of you will share the responsibilities of the child, so both will have equal rights to the child. You can even ask a lawyer to draw some form of agreement giving RIGHTS to the person that didn't give birth to the child.
