Good question but do you mean banded or banned?
If banded - I guess that is some sort of grading policy whereby you have quotas and stuff depending on what you are fishing and where etc.
If banned everyone would be out with their fishing rods/small vessels like they still do in some cultures

It would be really bad, first all the stocks in the fishing idustry would crash. Thousands of people would go unemployed, then the price of fish would sky rocket, everything would have to be imported to NX would plunit. Our trade deficit would be through the roof. Fish price would more than triple. Cannada's economy would start booming. The transportation industy would surge.

By "banded" do you mean "regulated"? Commercial fishing relies on FISH, so the industry does need to regulated to ensure stocks of fish species are allowed to breed and mature to acceptable sizes for future markets.

Many people would be out of work, many family's would lose their homes. Restricting fishing has benefits, and has been successful. Banning all fishing would be overkill in my opinion.
