Use golds and bronzes. Surprisingly, orange/red makes blue eyes pop because its the opposite of blue on the color wheel. Those are both pretty harsh colors though, so just try to get colors close to them (ie a deep red, golds, peaches, etc)

Hey, I have blue eyes myself, but am a brunett. My color choices are usually blue (dark makes them pop), purples, and teals. Sometimes aqua works, but it really depends on the shade of blue that your eyes are. I hope that I helped!

It depends on what color model you use. Generally, it's considered to be in the yellow to orange range. Look up "Color Theory" in Wikipedia.
