Star Power should be activated by tilting the controller upward. Dunno cuz I don't have Guitar Hero 2 but I got Guitar Hero 1, and that's how the Star Power for GH1 is activated. Try going through the tutorials if there are any.

You're right, it does rock. You need to be really good for this to pay off. First, DO NOT screw up and get your score multiplier up to 4X by playing notes without missing any. Occasionally, you will see notes that look like stars. Play ALL star notes without missing one and you will get a bonus which begins to fills up your Star Power meter. It will take 2 or 3 Star Note sequences to fill it up all the way. When it is full, raise your left hand (if you're righty) thus lifting the guitar straight up. It will activate star power and the whole note screen will glow. Star Power doubles your score, which is why I advised to get your multiplier up to 4X because when you kick in Star Power, it becomes 8x. This would be how I consistently get scores well over 150,000.

There is a blue meter bar which fills as you play and do not miss notes. Once your score multiplier reaches 4x and keep it up for like 8 more notes or so you will be able to use start power. You use it by tilting your guitar upwards, you will see all notes turn glowing blue, this is star power. All notes you play will be doubled in score, and if you keep hitting all notes without missing one, your score multiplier can reach 8x.
