When you demote or devalue something from a position held earlier since a long time, you call it 'plutoed'.
For example, if a respected CEO of a company is sacked due to serious differences with the Board, you can say that he was plutoed. As for Mr.G.Bush, unless he loses his job before his term ends, I donty think you can say he was plutoed.
