I suppose if there was some access to the Komodo dragon cells, then one could be propagated in the future, yes.

Your question presupposes that dragons existed in the real world as well as literature. I don't believe they ever existed. If, however, there were indeed dragons in some distant past, then recreating one could be possible.
First, a viable source of dragon DNA would have to be found. If somehow that particular DNA was found, modern geneticists could clone a new dragon using an unfertilized ova from a modern lizard. Wait a number of months and tadaaa, you've got a dragon.
Yeah, right! And now I'd like to sell you a lovely piece of ocean front property in Arizona.

Okay, we do not know if dragon does really exist, do the question should be about "create", not "recreated". Alright, now human beings are getting really really smart; nuclear, cloning, robots, etc. This opens up the possibility that one day a dragon might be made by human. Nothing is impossible

No. In order to create a dragon, you probobly have to mix and match genes. Even then, it would be extremely unstable...

As for dinosaurs (if that is what you're referring to), I doubt that we will ever recreate Jurassic Park because in order to clone an animal, you must complete their genome. This means that you must know what every and gene does in the DNA of the dinosaur.

Since dragons never existed they can never be recreated.

unlikely, since the dragon was a mythical beast. Now if you're talking about dinosaurs, there were some interesting theories in Michael Crichton's novel Jurassic Park!

They can never be re-created since there were never any in the first place so if someone in the future makes one, then it is a manifestation of the idea and thus a creation.
