Considering normal body temperature is 37°C, I don't think you are in any danger if the water is at 40°C...

50°C is considered hot for hand washing clothes.

The water will evaporate at room temperature, but the rate at which it evaporates will be increased by heating the water.

There may be a sweet spot at which water will evaporate quickest at though...if the plates are too cold and are in a hot humid kitchen, then condensation could occur and then plates will become wetter. So there may be something in what you are saying.

However if the plates are placed upright so excess water can drip off I think heating plates will dry them quicker.

Or you could use a tea towel, or a dishwasher!

At 40 degrees my hands are going to freeze not melt. Ice forms at 32, and at 70 I start to shiver a lot, so 40 would have to be miserable for cold. Doubt it would get the dishes very clean.
