i am not a US citizen and i am disabled. Can i work as a computer engineer in the FBI, CIA, NASA or the US military ?

Being disabled should not be a problem. Your computer engineering skills are important though. They do employ some and contract others. What do you know about circumventing PC security. Decrypting encryption algarothims and making hardware to crack codes?

If you are already into hacking and have great education background you can get it.

Sure, they are always seeking talented people with education. If you have foreign language ability that is a plus. Right now they are really needing people with middle eastern language abilities.
