They were ENTERTAINERS, I think the "outlaw" thing was mainly to stress that they were different, and their musical style was different from the standard Country and western fare being manufactured in Nashville at that time.

They were going after a slightly different, younger audience and they had to stress the fact that they smoked marijuana ( shock horror) and were not part of the mainstream music industry.

I guess to highlight their place in the hippie counter-culture they grew up in and helped to build. Neil's never been one to mince his words: lyrically attacking politicians, media moguls, the music business etc. The Croz was certainly outside the law when he was woken up by the cops with his car halfway across the wrong side of the road, out of his brain on crack. He did jailtime in Texas, and finally got straightened up.

don't know unless it was because their music was outside the understood rule of country music.
I think songs like "The needle and the damage done" by Neil young
was considered by those who did not understand to be outside the law.
You just have to listen to some of their brilliant lyrics to understand

They were outlaws - they used drugs, which was against the law. I think that since then they have realized that drugs are not the panacea they were once believed to be, and have wised up.
