Surgical amputation used heat and tieing to close the cut blood vessels! Someone cutting their wrist does not, therefore is likely to die;

An amputation (these days) is usually done under close expert medical supervision to control and restrict blood loss and pain/shock to the patient. The aim is to save the patient's life, and all is done to make sure that the patient survives to recovery.
When someone cuts his/her wrist, he/she is attempting to kill him/herself so there wouldn't be any attempt to stop blood loss. Death is by severe loss of blood.

I think they'd both die in the same amount of time without medical help. If someone has lost a limb, usually a tornoquet (sorry if wrong spelling) is applied to reduce blood loss.

if his arm is amputated in theatre he'll have good care and blood transfusion and Iv fluids if needed. If it is lost in an accident, he may die.
