In general, the federal government supported large businesses rather than striking workers. They often ordered workers back to work, allowed them to be fired, or even sent soldiers in to replace the workers. The government tended to fear the potential for violence in strikes, to suspect labor leaders of being Communists, and to favor the claims of big businessmen.
