Nudism on the beaches are banned in Goa but I was in Goa a month back and i did find a few topless women sun bathing at Baga-Calangute stretch and also at Anjuna beach. Arambol beach too has a few as it is a secluded beach.

The nudiesm on the beaches is banned by the Govt. Of Goa for the sake of tourists saftey. Because, few years ago, to see the 10 nude Hippies, 100 were gathered on the beach. Which in turns noticing, then dity coments, then fights.
No time pass, but why you want to see other nudes on beach?
It's not good to observe others nudity without prior permission.

Arambol is the place you are looking for.. it is on the north of Goa. 35 km from panaji.
