A philosophy asserting the primacy of observation in assessing the truth of statements of fact and holding that metaphysical and subjective arguments not based on observable data are meaningless.

additionally, it should be noted that the so-called "discursive turn" movement in europe arose as a response to the extreme de-humanized nature of logical positivism. this is a complicated debate, but rewarding if you are willing to put in some effort.

A philosophical movement in Vienna in the interwar years.

Its main stated aim was the elimination of "metaphysics" by the use of the verification principle:

"The meaning of a statment is its method of verification" (where's your proof?!)

So if you came across someone saying "The essence of the nation is racial" you can ask him how he can tell. If he can't give you observational criteria that would either confirm or deny it you don't say he's wrong - he's actually making no sense at all.

Its actually a strident application of a common view in philosophy. The view is held by, amongst others, Hume and Peirce (go on Wikipedia and search for "Hume's fork")

To answer ur 1st question;

L. positivism was a 20th century european school fo thought;

successfully criticised by Sir karl Popper and others.

Although i and i think sir karl also, would say that because of

its nature, this ideology will likely make a "comeback" in the

future,(if it hasnt gone away already ! ).
