assuming spurs will finish in a european spot in the league does this mean wycombe have already qualified for europe.

I can see your point and yes, it should go to Wycombe. But I think it'll go to the next team in the premiership, which I suppose is alright but probably s**t as they didn't make it to the last 4 of the cup.

Don't need to ask, Wycombe will win the Carling Cup, Mourinho will lose his undefeated home streak to Wycombe, Mourinho will then shy away and leave the Chelsea job. Then Wycombe will beat Arsenal in the final, Wenger will have a hissy fit when Easter scores in the 89th minute of the game. Suggesting they should have had a 'Penalty!' 10 minutes earlier and Easter was offside when scoring, and Wycombe will win the cup and go into Europe next season.

It will go to the sixth placed team in the Premiership. That's how these things work.
A while back, Brimingham (in the then-First Division) made the final and lost to Liverpool. They did not get a European place, which went to the sixth place team at that time.
Only losing finalists of the FA Cup gets into Europe, because that is the 'main' cup competition of England. Again, if both finalists have already qualified for Europe, then the seventh place team gets into the UEFA Cup

if Arsenal & Chelsea qualified for the 2007 English League Cup final & finish in the top 4 in the Premiership, the UEFA Cup places will be given to the teams that finish in 5th & 6th place in the Premeirship.

It will get given to whoever finishes 6th or 7th in the league.
This happened last season when Man yoo beat Wigan in the final, you would have expected Wigan to be given the slot but it went to Blackburn (i think) instead
