Put lemon juice on stained area, let it soak in for a min or two, then pour a small mound of salt on the affected area, the salt will draw the moisture out, and the stain will come with it, if no lemon juice use white wine.

Orange is very likely felt tip. All inks are transferred by some sort of carrier. Fountain pens use a water based ink and ball points use an oil based inks. But felt tips use several different types of carriers which can make the job of removing them rather tricky. What has happened is the carrier has dried or evaporated leaving the staining material. To remove the stain you need to use the same carrier or something similar. I would suggest you try something like lighter fuel on cotton wool pad. If this lifts the stain then you may be able to flush the stain away using plenty of the lighter fuel. A good trick is to drip the lighter fuel on the stain while blowing it through the material with straw. If light fuel does not work then you will have to try one of the property removers. They will sell one for lipstick. Again use the cotton wool pad to see if it lifts. If none of these work then try washing up liquid slightly diluted. I suggest this last because if you do this first and it is an oil based ink you will set it. That is the best I can do as to do the job properly I would need to see and feel the stain and when I was doing it professionally I had chemicals made for the job.
If you rmove most of the stain you can probably complete the job with some household bleach.

red wine will cover it up. then white wine on the red wine. then out it in the bin coz its ruined.
