If you are running a recent operating system your OS disk should allow you to recover a damaged OS copy on disk.

If you have a suitable boot disk (for NT/2000/XP you would have been able to make a system recovery diskette... for 95/98 you may have got one with the OS or you can find boot diskette images out on the web) boot it up from floppy and see if you can see anything on the hard disk... if your hard disk has failed you've lost everything and you need to buy a new disk drive and start again. If your hard disk hasn't failed you can save your data and try to fix the problem.

If it doesn't boot from floppy you need to check the bios allows for booting from floppy... and if you can't get into the bios because the computer won't get that far in its boot then it's probably the mobo / processor / power supply / memort / other bits except for drives that have failed and you need to repair / replace them. Or pay a shop to fix them. Or buy a new computer.

Wow, its not a dead person and you are doing voodoo to revive it.

Easiest way is to get a Os disc, (most likely a windows cd) and reinstall windows onto it. and then drivers and basic app's and thats it.
