First of all, to give an initial tentative answer to your question, between the two candidates that had a serious chance of challenging for the presidency, Arroyo would have a strong edge as to her credentials and capacity to driving the Philippine economy further, compared to Fernando Poe's. In a nutshell, Arroyo was educated as an economist and had previous experience on governance while Poe, in a similar scenario with ousted president Estrada, was a high-school dropout, studying in three different high schools in the process, and furthermore, yet another unproven-actor-turned-politician.
The Philippines, in my opinion, is currently in its make-or-break stage, to rise up to the challenge of modernizing its lagging economy, in effect be able to challenge for a niche in the world market, or risk having the economy plummet even further and fall into the pitfalls of poverty. Without a proven leader, preferrably one that focuses on the economy, to take the challenge and implement financial policies and establish a self-sustaining economic society, the Philippines would fail miserably in its modernization.
This however, is not to say that I personally have serious doubts of the credibility of Arroyo. Her insistence of charter change (even with wide disagreement) is proof enough of the politics going on within Arroyo's party. The election rigging scandal of the 2004 presidential elections (Hello Garci scandal) further deteriorates her credibility.
However, in the years of her Presidency, the numbers and statistics of the growth of the Philippines have improved greatly since the Marcos era. The average GNP of the Philippines under Pres. Arroyo is at a rate of more than 4.5%. Furthermore, during 2004, the Philippines was listed as having a growth of 6.1%. Compared to the average estimate GNP growths of the Philippines under former presidents Aquino +-2.5%, Ramos +-2.5% and Estrada +-0.5%, having an estimated average of 4.5% - and growing, is a positive sign of the improving economic conditions of the Philippines.

She came out winner just the same. Although majority were in favor of the actor fernando Poe. Filipinos should have beautiful First Lady Susan Roces.

They voted her because she's their choice. you cant control them to vote anybody but Gloria Arroyo. They voted according to their belief. Thats what we call electoral freedom.
If you believe Gloria isnt fit for that position (same here), You cannot influence everybody in his sense, to agree with that belief. Its because we have freedom of choice.

beats me...same question i've been asking myself before...but then i came to realize some people voted for her because they received money from her party (lots of it!), they cheated the elections, they owe her a favor and are friends because of it
