If you mean professional rugby then there is a governing body for referees managed by the IRB. For 'friendlies' and amateur leagues the referees tend to be either volunteers or people who are paid on a match by match basis. You need to be qualified to referee rugby matches otherwise there's just no point but free training courses exist. The referee in rugby is very different to the ref in football. We respect our referees in rugby and are grateful for their participation.
