In Britain the day with the least daylight hours is 22 December. Obviously this is different in Australia. But what about other parts of the world? Does when this day occur depend on your timezone, your latitude or both?

This is a global effect. The day with the longest daylight hours on one hemisphere is the day with the shortest daylight hours on the other hemisphere (northern/southern hemispheres). How long the daylight will be on these days (21 June and 21 December +- 1 day) depends on your latitude. If you are at or beyond the arctic circles, there will be daylight (or none of it) all day round.

The solstice days are those when the daylight hours are the longest or the shortest.When the sun is over the Tropic of Cancer, the northern hemisphere experiences the longest day and the shortest night.When it is over the Tropic of Capricorn, the northern hemisphere experiences the shortest day and the longest night.
The exact solstice dates vary from year to year.In the northern hemisphere the longest day is usually 21 June and the shortest day 21 december.
Studies reveal Thursday to be the shortest day of the year.With sunrise at 7:19 AM and sunset coming at 5:07, That's the shortest daylight time span of the year. Thursday marks the winter solstice, when the sun travels as far into our southern sky as it can during the calendar year.

At 7:22 PM Thursday evening the sun reaches its most southerly position of the year. Between Thursday and June 21, our days will be getting longer.

On June 21, the summer solstice, we have over four hours more daylight than we'll have on Thursday December 21.

Latitude is the primary factor. The farther north you travel, the more drastic the difference in daylight hours. In the northern hemisphere, the days with the most daylight occur in the summer and in areas closest to the arctic circle (e.g. northern Scandinavia and Alaska). These same locations would have the least amount of daylight in the winter.

daylight period depends on the latitude and the declination of the sun ( declination is angle between the equator and the line joining cetre of earth and sun)
At North pole the day light can be 24 hrs when sun is north of equator ( infact will last for 6 months). similarly the daylight can be zero hours if the sun is south of equator.

The shortest and longest days are due to the tilt of the earth with relation to the sun. Since the earth can only tilt in one direction at a time, all places experience their longest and shortest days on the same date. The shortest day in the northern hemisphere is the longest day in the southern, and vice-versa.
