Oh, I had budgie once. So cute. Yes, that person probably took very good care of it.

I used to breed budgerigars. 7.5 years isn't bad, but not exceptional. It also reminds me of a true story: a woman was asked to look after someones pet budgy for two weeks, whilst the owner was on holiday. Now, when a budgy eats seed, it leaves the husk and devours the kernal only. Well, the woman thought that the husk remains was the full seed, and, therefore, thought the budgy still had plenty of food. The owners returned to be presented with a dead bird, and the comment, "I have no idea what it died from. With friends like that!

the average lifespan of a budgie, in my experience, is about 3 weeks. Tops.

Budgies live 7 years on average. i had one that lived to 13.

achieving age doesn't mean that it was looked after as it could have survived despite being badly treated (not that i'm suggesting you would) so to answer your question no it doesn't prove it although it cerainly suggests it.

the other side of the coin is that you could have given the best care possible yet because of things out of your control it died young. that wouldn't mean you hadn't looked after it.

well this depends on there natural life span? if there life span is close to that of which they would recive in the wild or in proper captation then yes it would have been properly looked after BUT! if the life span is nowhere near is original then sorry but its seems to me that it wasnt... but that doesnt mean anything i could have been anything that had killed it even a cold.
