I don't know of this country, but Russia would be a contender if not the former Soviet Union. BTW the poles are not countries and Antarctica is a continent. There is a familiar phrase that states the sun never sets on such and such an empire which changed hands over time, however empires are not countries either, but a collection of territories under control of a nation:

I would guess that a contender for such a country would have to be in the northern hemisphere as the tips of Africa and South America are relatively small in diameter and seperated by great expanses of water (Atlantic, Pacific; and Indian Oceans i.e.)- Argentina and South Africa are not 2 of the countries that we can be referring to and Antarctica as mentioned, does not apply. Here is a map of the top of the northern hemisphere, take it from here. You can see that when Russia owned Alaska, it covered over half of the circumference of the top of the hemisphere, which, during certain times of the year, it may have been possible for the sun to be setting in Alaska and comming up on the far eastern boarder in Russia. However, I am just guessing and Alaska no longer belongs to Russia so the question is mute.

the angle between the line joining the centre of earth and sun and the equator is called the declination of the sun.
The declination is maximum of 23*27' North or South of equator and is on the day of solistice.
The declination is zero on the equinox.
If a observer is say in canada in latitude 66* 33' and the suns declination is 23*27' and south of equator ( ie the difference between the latitude of observer and the suns declination is 90*) the suns upper edge will just be visible to the observer on the horizon , and he will say sun is rising.
now if this observer moves north slightly the sun will go below his horizon , and he will say the sun has set. Thus it is possible.
But for this to happen as i said the Latitude and declination should be opposite names ( lat N then Dec S and vice versa) and the Lat + Dec= 90* e.g Lat 70* N Dec 20 * S= 90*.
Not exactly the same instant of rising and setting, but only marginal difference between rising and setting.

If you're looking for a sunrise in AM and sunset in PM that share common numbers, almost any country can have that at different times of the year.
However, if you are looking for a country where the sunrise and sunset happen within minutes of each other, such a country does not exist. At the north and south poles, there are times when the sun stays up for seemingly days at a time, and never really sets. There are also times when the sun is not seen at all because of the position of the Earth.

Maybe a country on another planet, but that does not happen on Earth. It is impossible to have the sun rise and set at the same time. How could be morning and night at the same time?

On 21st March and on 21st Sept every year, all over the equatorial regions of the globe, sun rises at 6 am and it sets at 6 pm, both events taking place at the same time that is 6 o'clock.. But rising has to be during am and setting during pm regime, only the numerical figure of 6 is common.

dude the earth takes 24 hours to rotate on its axis and the sun rays take 8.43 minutes to reach earth soooo... speaking negligebly and aproximately all the countries in the world is the answer
