Human Rights Act is for the protection of the people from abuses of law enforcement agencies and government actions.

Actually I don't think we have a "Human Rights Act" in Australia per say. As far as I know the following legislation in in place to protect human rights in Australia. There would also be particular clauses in other Acts.

Anti-Discrimination Act 1977 No 48
Children (Detention Centres) Regulation 2005
Community Services (Complaints, Reviews and Monitoring) Act 1993 No 2
Community Services (Complaints, Reviews and Monitoring) Regulation 2004
Crimes (Administration of Sentences) Regulation 2001
Disability Services Act 1993 No 3
Evidence Act 1995 No 25

It is an unfortunate piece of legislation introduced to consolidate the European Convention on Human Rights and Fundamental Freedoms into the English legal system without due consideration of the consequences. The irony has been that the application of the human rights of all and sundry is so draconian that we have fewer freedoms than before.
