While a group of E.T.s are in the council, there are MANY species in the council, all from thousands of different worlds, and yes there is a quick shot of them as Amidala begins her speech.
One anachronism though. Star Wars happened "A Long Time Ago", but E.T. happened on Earth in the 80s, yet not evolution in ETs in the meantime, as they look exactly the same throughout the millenia and apparently they've solved the "breeding out differences" thing. No black ETs, no White ETs, just ETs.
And IN E.T. I think when he sees the kid in the Yoda costume and says "Home", it's just a thing like "HEY! Another Alien!"

E.T. is not in the same world of Star Wars officially. However, I know for a fact that E.T. was located in Episode 1 during the debate part...go ahead...check...there were three of them!
As to the question about Episode 2...i don't know of that instance but it is possible...
George Lucas actually worked with Steven Spielberg from working on Indiana Jones. (that's the relation)

ET was one of those Easter Egg plants that Lucas threw in the movie. Kinda like R2D2 being on the walls in Raiders of the Lost Ark, and Indiana getting into a plane withthe airline being called Obiwan Airline in Temple of Doom. The ET's were a little inside for Lucas and Spielberg, since everything they do is tightly knit anyways. I think Snopes.com has pictures of the Easter Eggs, and shoot there may be more of them.

there are about 4 E.T.s in the senate when padme is doing the vote of no confidence against the chancellor in episode 1. during the cheering part the camera pans the senate and on the lower left theres a bunch of E.T.s. i don't know about episode 2.
