Not sure, as the term 'cutlery' comes from the Old French for knife. While cutlery is generally used to refer to tableware such as knives and forks, you would think that chopsticks could be included here, but all cutlery sets for sale on the web that I have looked at do not include chopsticks. May be it is a cultural thing?

Let me ask a similar question and you can draw your own conclusion. Is a mug a glass? Or is carafe a cup? They can be used interchangeably but they are not the same. Maybe cutlery and beauty are in the eyes of the beholder. The answer to your question is no.

No. Chopsticks are utensils, but not cutlery. It is bed etiquette to use them to chop food.
