Just wanna know how people would react to the blinking of head lights

If you see a car that has forgotten to turn their headlights on, you're supposed to flash your lights at them so they'll know to turn them on.
There's an urban legend that if you flash your lights at someone they're supposed to turn around on you and kill you...like some prank teenagers pull, and that's the only correlation I know to your question and gangsters. Maybe there are gangs that have actually done that.
But usually when I see someone do that I slow down because I know there are probably cops ahead looking for speeders, a road block, or a traffic accident.

People flash their headlights at oncoming traffic to warn of a cop catching speeders ahead, or more commonly, to tell the car their headlights are Off.
However, gangs started to use this as a way to initiate their new members. Instead of choosing a random person out of a parking lot, they would take their new members and roam the streets at night with their lights off. Eventually, a goodnatured person will flash their headlights to alert them that their headlights are off. They would then turn their car around, and go murder the person, and the new gang members would be initiated.

There is a urban legend about gangs driving with no headlight on. Then when a person flashs there lights at them to let them know there lights are not on. They follow them and run them off the road and kill them.
Otherwise in other terms it can mean a cop is up ahead or there is somthing in the road.

My daughter lived in Chattanooga, TN for a couple of years and had a cop tell her never to flash her lights. He said some gangs use this as a kind of initiation where they purposely have their high beams on at night. Then they wait for someone to flash them with headlights, and the gang members go after them. The end result, apparently, is not good.

When you flash or flip your high beams at the car in front of you it means you would like for him to moe over so you can pass.Some people will move .some will ignore it while it will only irritate others.Use with caution. If you filp your lights on and off to oncoming traffic it usually means a police car ahead,but it can also warn of a problem ahead so be cautious.Another thing truck drivers do is to flip your lights ON and OFF when a truck can move back over after passing.DO NOT USE YOUR BRIGHT LIGHTS IN THE MIRRORS OF A TRUCK.If the driver is looking in the mirror this will only blind him and ruin your good will guesture.

I know that in Australia if someone flashes their headlights at you it means theres a speed camera ahead.

there's been stories but mainly if you're behind someone and blink your head lights, it just means you're in a hurry and want to pass them...

it means caution there maybe a smash ahead, something dangerous on the road or the police are after speeders.
