I would have said LSE. (London School of Economics). It is highly rated throughout the world , but it is not easy to get into and you require a good level of English to be accepted.
For Business Studies, I would also recommend UCL. (University College London) which is another centre of excellence.
UCAS is the central organisation for admissions to British universities. You will find a lot of information on their website and you can apply on line.

I would say LSE as well. But it does depend what you mean by best... Qualification Excellence and recognisable degree? Then I would also say LSE. And best thing to do is to check UCAS. They have got the entry requirement and all there. Good luck
