You might be having a heat problem.

laptop:
see if the computer is excessively hot underneath. if it is, put a fan next to it, and call your support services to let them know it's overheating.

desktop:
open her up, and clean the excess dust out of your case and fans.

Sounds to me like your are having a problem with your Power Supply Unit.

If you know someone that is computer literate and a technician or know there stuff then ask them to put in a PSU and test things out if it boots up perfectly fine then a replacement PSU would be a great idea.

Also as above your CPU is overheating causing the computer to refuse to bootup.

Not a virus if it shuts down during post (before loading windows).

Overheating would cause shutdowns , but doubtful it is the problem if computer takes multiple failed startups and then eventually starts.

Get a copy of memtest86 and test your memory.

If not that then it is most likely your power supply.
